Israeli forces carried out a wave of arrests across the West Bank at dawn on Thursday, including senior Fatah officials, as settlers launched a series of attacks on Palestinian towns and villages amid ongoing military raids and a tightening siege.
Several areas witnessed violence in the early hours, with Israeli settlers setting fire to two vehicles during an attack on the town of Al-Minya, southeast of Bethlehem. Residents were also assaulted at the southern entrance to the town, though no injuries were reported.
At the same time, Israeli forces continued their fourth consecutive day of raids in villages and towns northwest of Jerusalem. Operations were focused on Qatanna, particularly its old town, where shops have been forced to close for four days, and Biddu, which saw a wide campaign of arrests.
Journalist Baha Barakat told The New Arab's Arabic edition Al-Araby Al-Jadeed that Israeli forces had "concentrated the operations on Thursday in the town of Qatanna, especially in the old town that witnessed the closure of commercial shops for the fourth day, in addition to the town of Biddu, which included a wide arrest campaign".

Mr. President, the United States would like to request a vote on the decision to adopt the UNICEF Strategic Plan 2026-2029 and to offer this explanation of vote before the vote.
The United States strongly supports the work that UNICEF does to help children around the world, but we cannot endorse a plan that contains elements that are at odds with U.S. policy. As an Executive Board member, the United States takes seriously its oversight responsibility over agency operations and how the agency allocates resources, including for the UNICEF Strategic Plan.
We reiterate that UNICEF must focus on its core mandate to protect children with a focus on fostering education, health and well-being. The United States strongly opposes the inclusion of harmful gender ideology, including comprehensive sexuality education as we believe it is detrimental to the well-being and development of children.
Under the Trump Administration, it is the policy of the United States that it will not fund, sponsor, promote, assist, or support the so-called βtransitionβ of a child from one sex to another and will rigorously enforce all laws that prohibit or limit these destructive and life-altering procedures. We call on UNICEF to protect the most vulnerable human beings β children β from such horrid procedures.
The Trump Administration is committed to supporting families, promoting womenβs health, and protecting children at all stages of life and reaffirms there is no international right to abortion.

The United Nations has a unique role in addressing many of todayβs most difficult and sensitive conflicts, but UN peace operations today struggle with a system that is in need of reform and reprioritization.
The United States therefore continues to advocate UN return to its foundational purpose of maintaining international peace and security. In other words, we need to go βback to basics.β
As part of these larger UN reform efforts, UN peacekeeping in particular must be more accountable, adaptable, and transparent.
In doing so, the UN will be better able to exercise its comparative advantages, including by deploying multinational, tailored, targeted solutions to address peace and security problems.
First, to improve accountability, excellence in performance must be better rewarded and incentivized. At the same time, expedient and consistently-applied consequences must also be imposed, including for performance failures, conduct and discipline issues, resource mismanagement, inaction in the face of impediments to missionsβ mandates, and non-intervention when imminent threat of physical violence against civilians arise.
Reform should ensure the UN has clear and consistent performance standards for both uniformed and civilian personnel and transparent accountability mechanisms that are used to address underperformance in the efficient execution of mandates. Similarly, both individual perpetrators as well as TCCs and PCCs must be held to account for instances of sexual exploitation and abuse, as appropriate, without political consideration.
Second, to increase transparency, UN headquarters, in cooperation with peace operations at the mission-level, must engage in integrated planning. This includes both headquarters-level scenario planning as well as integrated military and civilian mission-planning.
These efforts will ensure UN peace operations have actionable end states and timelines, clear and demonstrable metrics to achieve these end-states, and a streamlined support structure that both fosters innovation and responsibly allocates shared resources.
Missions must be able to showcase their progress and actively β collectively β work themselves out of a job.

In addition, there has unequivocally never been an international commitment on βsexual and reproductive health and rights,β and we strongly oppose UN Women unnecessarily including this non-agreed term in the Strategic Plan, particularly because SRHR is categorically not in UN Womenβs mandate.

Over 60,000 peacekeepers from 115 Member States are serving in 11 missions, protecting civilians, mediating conflicts and preventing escalation, reported Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations. Despite rising global conflicts, which reached a record high of 61 active conflicts in 2024 β βthe most since 1946β β the UN continues to advance its Action for Peacekeeping+ initiative and efforts towards improved mission planning, gender parity, peacekeeper safety and accountability.
