According to the Declaration on the Protection of All Persons from Enforced Disappearance, proclaimed by the General Assembly in its resolution 47/133 of 18 December 1992 as a body of principles for all States, an enforced disappearance occurs when:
Both the Rome Statute of the International Criminal Court, which came into force on 1 July 2002, and the International Convention for the Protection of All Persons from Enforced Disappearance, adopted by the UN General Assembly on 20 December 2006, state that, when committed as part of a widespread or systematic attack directed at any civilian population, a "forced disappearance" qualifies as a crime against humanity and, thus, is not subject to a statute of limitations. It gives victims' families the right to seek reparations, and to demand the truth about the disappearance of their loved ones.

Today we remember the victims of this practice around the world – including in the People’s Republic of China, where members of religious and ethnic minority groups, lawyers, activists, and others are targeted; in Russia-occupied parts of Ukraine, where thousands of civilians have been disappeared or held incommunicado by Russian authorities, with their whereabouts and wellbeing unknown; and in Syria, where over 110,000 persons remain forcibly disappeared or arbitrarily detained, including thousands of children and women. The United States urges governments everywhere to put an end to this practice, hold perpetrators accountable, and respect the human rights and fundamental freedoms of all.
Two remarks I wish to add here…
➊ I first heard about the staggering Syria statistic in the UN Security Council’s 9713th meeting a few days ago (28th August to be precise). One of the representatives remarked their forcibly disappeared person count accounted for around five percent of total population.
The Syrian Network for Human Rights (SNHR) today released its 13th annual report on enforced disappearance in Syria, to mark the International Day of the Disappeared, which is observed annually on August 30. In the report, the group notes that at least 113,218 of the people arrested by the parties to the conflict in Syria since March 2011, including 3,129 children and 6,71 women, are still forcibly disappeared. SNHR also stressed that there is no end in sight for the crime of enforced disappearance in Syria.

The disappeared - the victims of forced disappearances - represent an atrocity that affects the victims but their families, friends, and communities. Such brutality and cowardice is reprehensible and is a psychological torture for for those who are left behind. What a world! Incomprehensibly sordid.
And when you actually know where the 'disappeared' are being detained - such as in nazisraeli prisons in countless numbers - it's just as bad, or worse. Knowing that your loved ones, of all ages, are being subjected to the most depraved and horrific abuses, with no hope of escape or relief - it's got to be just debilitating, even as you walk around 'free." What a world!
It's encouraging, I suppose, that the systems of international justice are working as they can to document and discourage such abuses, but their mostly futile efforts are disheartening. Blinky Blink's mealy-mouthed, disingenuous statement on the International Day of the Victims of Enforced Disappearances was the height of mendacity and hypocrisy. What a world!
In Syria, Palestine, Africa, amerikkka, worldwide, this practice proliferates. There are no words....
