The White House had asked Congress to take back that money as part of its plan to cut foreign aid spending and eliminate the "waste of taxpayer funds." Congress voted to approve the package on July 18.
The rescission package codifies the cuts to foreign aid that the administration and the Department of Government Efficiency made earlier this year during its dismantling of the United States Agency for International Development. Foreign aid programs were largely managed through USAID before the Trump administration shut it down, citing rampant "fraud and abuse." The administration has yet to provide evidence to support its allegations.
Nor did the White House provide details in the rescission document sent to Congress for approval. What the document does list are large buckets of funding for things like "global health," "migration and refugee assistance" and "democracy fund," arguing that the cuts would "best serve the American taxpayer" β but no specifics.

U.S. District Judge Brian Murphy issued an order on Wednesday restricting the removal of migrants to Libya after Reuters, citing three U.S. officials, reported the previous day that the Trump administration may for the first time deport migrants there.
Murphy noted a prior court order barring officials from swiftly deporting migrants to countries other than their own without first weighing whether they risk persecution or torture if sent there.
Reuters could not determine how many migrants would be sent to Libya or the nationalities of those the administration was eyeing for deportation. The news agency spoke to relatives of one Mexican national who had been instructed to sign a document allowing for his deportation to the African nation, they claimed. Immigration rights advocates said in court filings that individuals potentially subject to deportation to Libya also included Filipino, Laotian and Vietnamese migrants.
The Pentagon referred queries to the White House. The White House and the Department of Homeland Security did not respond to requests for comment.

The State Department has reported to Congress that the Palestine Liberation Organization (PLO) and Palestinian Authority (PA) are not in compliance with their commitments under the PLO Commitments Compliance Act of 1989 (PLOCCA) and the Middle East Peace Commitments Act of 2002 (MEPCA), including by initiating and supporting actions at international organizations that undermine and contradict prior commitments in support of Security Council Resolution 242 and 338, taking actions to internationalize its conflict with Israel such as through the International Criminal Court (ICC) and International Court of Justice (ICJ), continuing to support terrorism including incitement and glorification of violence (especially in textbooks), and providing payments and benefits in support of terrorism to Palestinian terrorists and their families. The United States is imposing sanctions that deny visas to PLO members and PA officials in accordance with section 604(a)(1) of the MEPCA.β― It is in our national security interests to impose consequences and hold the PLO and PA accountable for not complying with their commitments and undermining the prospects for peace.

What are the first words that come to mind when you hear the term βthe Middle Eastβ? Your answer probably depends on where you live. For a lot of Americans, βconflict,β βoil,β and βIslamβ might come to mind. Many Americans think that Middle Eastern conflicts are inevitable and based on ancient religious disputes. But this is a misconception. The idea that conflict is inherent to the Middle East might be rooted in the fact that the United States has fought a series of seemingly unending wars in the region for the last two decades. Those wars, like earlier conflicts in the twentieth century, have a lot to do with oil. But they also have a lot to do with colonialism. What does colonialism have to do with the Middle East? The term βthe Middle Eastβ is itself a British colonial invention. It takes a European point of view, geographically speaking. Along with the βNearβ and βFar East,β British imperialists coined the term in the nineteenth century. During the Second World War, the American military adopted and popularized the term. But no one can seem to agree on where the Middle East is. Some argue it includes everything between Egypt and India. Others say that North Africa and Central Asia are included. No matter where you draw its borders, itβs a contested term.

Colonialism skews people's brains, especially those at the top who control things. Although there are plenty of colonialist attitudes floating around, somehow excusing the tragedy that is the ongoing genocide.
