Israel has launched extensive air strikes across Southern Lebanon, killing at least 274 people. More than a thousand have been injured in the attacks. Israel has issued warnings by text, phone calls and radio, telling civilians to stay away from suspected Hezbollah sites. Tens of thousands of Lebanese are fleeing north amid heavy bombardment in the south. Schools in Lebanon have been closed and hospitals are cancelling non-essential operations to make room for urgent cases.

The US push to create seats for Africa on the UN Security Council – without veto power – is “an insult to 1.4 billion Africans,” argues the former African Union ambassador to the US, Arikana Chihombori-Quao. Since the creation of the UN in 1945, the Permanent Five (China, Russia, France, UK and US) have retained the right to block any Security Council resolution. Other countries have been allowed to join the Council, but only temporarily, and with no veto.

Non-Council Member States

More than 50 United Nations Member States have never been Members of the Security Council.

A State which is a Member of the United Nations but not of the Security Council may participate, without a vote, in its discussions when the Council considers that country's interests are affected. Both Members and non-members of the United Nations, if they are parties to a dispute being considered by the Council, may be invited to take part, without a vote, in the Council's discussions; the Council sets the conditions for participation by a non-member State.

Counting the years when the Soviet Union held its seat, Russia has been the most frequent user of the veto, blocking 158 resolutions since the Security Council’s founding. Comparatively, the United States has used the veto ninety-two times; it last vetoed a resolution on April 18, 2024, which called for full UN membership for Palestine. (Washington argues that statehood should emerge out of negotiations between Israeli and Palestinian officials, rather than be granted preemptively by the UN.) The United States has historically used its veto power to protect Israel from Security Council decisions, with approximately one-third of its negative votes since 1972 applied to resolutions critical of Israel.

In mid-2020, a mobile phone belonging to an Al Jazeera Arabic investigative team was hacked. Over the next few months, reporter Tamer Almisshal and the Canadian research group Citizen Lab investigated Pegasus, the sophisticated spyware used.

Pegasus is manufactured by an Israeli technology company called the NSO Group and is among the most advanced spyware in the world. It can access and infiltrate a smartphone without the owner clicking a link, opening an email or even answering their phone - meaning it can go undetected.

This investigation exposes how Pegasus works, how governments like Saudi Arabia and the UAE have bought the hugely expensive spyware and how it has been used beyond the stated intentions of the NSO Group of “developing technology to prevent and investigate terror and crime” - including to target journalists.
